On Monday, May 28, our nation will commemorate Memorial Day. I implore you to take some time between burgers and hot dogs to reflect on the true reason for the occasion: honoring those who have died in service of their country. It can be easy for all of us to take for granted the blessings we enjoy on a daily basis. Memorial Day reminds us of the true cost of the freedoms we so enjoy. I hope everyone has a safe and enjoyable holiday weekend.

The primary election is just about one month away (June 26), which means our campaign for State Senate is operating at full speed. I’ve been humbled and encouraged by the support that the campaign has garnered since our announcement in October.
As we near the end of our primary journey, I’m looking forward to spending as much time as possible over the next month being out in the community, knocking doors, and reintroducing myself to neighbors in the 45th District.

Debates, Forums, and More!
As the election nears closer, I’ve been fortunate to talk about my record and vision for the 45th District in a number of venues. I enjoyed participating in the No Rofo Debate, AKA Senatorial Forum, and Belair-Edison Candidate Forum. Over the last 8 months we’ve also logged in over 7,500 phone calls to constituents and knocked on more than 25,000 doors. That’s a lot of walking and talking – and we have no intentions of slowing down.
Through each phone call and stop along the campaign trail, I’m reminded of just how high the stakes in this election are. As I’ve said before, it is time for Baltimore – and the 45th District, in particular – to get its fair share of state funding and resources. As your State Senator, I’ll be committed to ensuring that happens, and will always be a zealous advocate for our neighborhoods and communities.
In non-campaign related news, I’ve enjoyed meeting with the 45th District Scholarship Committee to begin making decisions on which applicants will receive a Senatorial Scholarship from my office. We look forward to awarding a number of well-qualified and promising young individuals with funding that will help defray the cost of their college education.
On the Issues/New Endorsements
I recently submitted my responses to questionnaires distributed by the Baltimore Sun and the League of Women Voters, respectively. I encourage you to take a look at my thoughts on the important issues that voters will be weighing in the upcoming elections.
Thoughtful and progressive stances on these consequential matters have earned our campaign the backing of a number of influential organizations, including: SEIU 1199, Progressive Maryland, and Our Revolution. We also recently received an endorsement from Mr. Kowon Williams of Belair-Edison. I am so thankful to each of these groups, and Mr. Williams, for taking time to consider both of the candidates in the race and for demonstrating confidence in my ability to enact an agenda most favorable to the residents of the 45th District.

From the Capital City to Light City

This month I completed my fourth and final Legislative Session in Annapolis as your State Delegate. It has been an honor to spend my term furthering the interests of the 45th District. The past four years have been full of enacting meaningful and necessary legislation – but also, and more importantly, forming relationships with those whose lives will be affected by the work that is done at the State House. My team and I have always valued the constituent services we provide above all else and I am honored to have had the opportunity to meet and serve so many fellow neighbors in the 45th.
As we get closer to the primary election on June 26, I hope that I’ll have the opportunity to earn your vote – if I haven’t already – to be elected as your next State Senator.
Notes from Annapolis
I’m very proud of the legislative gains we’ve made over the past few months. Below, I’ve included a few highlights of this year’s legislative session:
Earned Sick Leave – HB 1 (2017)
This year’s session began with both chambers of the Maryland General Assembly acting to override Governor Hogan’s veto of the Maryland Healthy Working Families Act. This act requires companies with 15 or more employees to provide up to five days of earned sick leave annually. Companies that employ less than 15 employees will have to provide unpaid leave under the same conditions.Ban the Box – HB 694 (2017)
The “Ban the Box” legislation prohibits colleges and universities in Maryland that receive state funds from asking about prospective students’ criminal history on their initial application for admission. This will allow all applicants, regardless of prior history, to have their application reviewed and considered on the merits.School Construction Funding – HB 1783
HB 1783 invests up to $400 million in school construction on an annual basis, creates a $10 million annual grant for school safety improvements, requires an assessment of Maryland’s school facility inventory, streamlines the school construction project approval process, and removes partisan gamesmanship from school construction funding decisions.Healthy Schools – SB 611
The Healthy School Facility Fund will provide up to an additional $30 million for vital HVAC projects in schools throughout the state. Up to $15 million of these funds are available for projects in Baltimore City’s public schools.Firearms Restrictions for Domestic Abusers – HB 1646
This bill requires defendants convicted of domestic abuse to transfer all firearms under their ownership within 2 business days of their sentencing. Simply put, those with an abusive past will no longer be allowed to lawfully posses a dangerous firearm – and it will be easier for law enforcement to ensure that those with a proven record of violence are kept away from firearms.
Back in Baltimore
Could there be any better time to return full-time to the district than right around the start of this year’s Light City Baltimore? It is truly an awesome occasion to embrace all that our city has to offer. Amidst the festivities, I had the chance to stop by Darley Park to celebrate with the community. Thank you to everyone who’s come out over the past two weekends!
As session was wrapping up, we also received an endorsement from the SEIU Local 500. As you know, I have spent my time in public service dedicated to making Maryland a more equitable place, especially for hardworking families in Baltimore. If I’m fortunate enough to be elected to the State Senate, I’ll continue to be a voice for union employees throughout our state, leading the charge for a living wage and quality, affordable healthcare for all.

Finishing Up in the House
April 2018
April 9 is Sine Die, the final day of the 2018 Legislative Session in Annapolis. As many predicted, this year’s session has been a whirlwind of legislative activity – one that highlighted the importance of the monumental challenges we face heading into the upcoming primary and general elections.
From automatic voter registration, which will add Maryland residents to the voting rolls upon receiving a driver’s license, utilizing a social services agency, or buying insurance on the health exchange to requiring Paid Sick Leave for hourly workers, this session has shown why there is a need for bold, progressive leadership throughout the state legislature.
Passing the Torch
Last week, I penned an op-ed for BMoreNews explaining exactly why I think it is necessary for the 45th District to have new representation in the State Senate. You can read the full article here.

The primary election will take place on June 26, with early voting taking place from June 14 through June 21. In other campaign news, we are proud and humbled to have earned the endorsement of LiUNA! (the Laborers’ International Union of North America). Standing up for working class families has been a core element of my platform since my House of Delegates campaign and I am confident that with LiUNA’s support, we will be able to pursue this policy agenda with even more vigor in the Senate.
Finishing Up
This year’s final “Conversation with Cory” featured Daryl De Sousa, Baltimore City’s Police Commissioner. Thank you to all who came out and participated in the discussion with the Commissioner. We’re proud to have facilitated an opportunity for residents of the 45th District to talk directly with law enforcement leadership.
As you know, an ongoing legislative priority of mine has been to enact policies that expand apprenticeship programs throughout the state. We were recently highlighted by CNA, a nonprofit organization with national reach, our work to make apprenticeship programs more accessible. You can read the full article here.
Finally, scholarship applications for new and continuing college students who live in the 45th District are ALMOST DUE. The application must be submitted no later than April 13 and can be found here.

A Better Future Can’t Wait
Just three weeks remain until Sine Die on April 9, which will mark the end of this year’s legislative session. As we approach that date, activity in Annapolis is reaching a heightened pace. Yesterday was the General Assembly’s crossover day (i.e. the day when bills from one chamber – either the House or Senate – must have passed in at least one of the chambers if they are likely to become law) and we are pleased that each of our three public safety bills has successfully made it through the House of Delegates.
In addition to the legislative work in Annapolis, our team has been working hard on delivering constituent services at home in the 45th District and, of course, the Senate campaign continues to operate at full steam.
Taking a Stand on Education Funding
I authored an op-ed this month for The AFRO regarding the current status of education funding for public schools in the 45th District. You can read the full editorial, which is excerpted below, here.
“Since 2011, funding for vital public school infrastructure projects in the 45th District has ranked last or second-to-last each year compared to the rest of Baltimore City. While other electoral districts in the city have received up to three times the financial support for newly built or renovated schools, our district has lagged dramatically behind. These statistics are especially distressing given the existing disadvantages that our students already face…”
Legislative Updates
Last month I told you about three pieces of legislation that I am sponsoring regarding public safety in Baltimore.
HB 440 will require redistricting for police districts to occur every 10 years following the U.S. Census, HB 561 will require periodic financial audits (at least one every 6 years) of the Baltimore Police Department, and HB 1259 will require that $1 million is dedicated to community policing programs for every $5 million or more that is allocated to the city by the Governor’s Office for Crime Control and Prevention.
I am pleased to report that all three of these bills have been passed by the Maryland House of Delegates and are now awaiting action by the Senate. If you’d like additional information on why I introduced each of the bills, feel free to read my op-ed in The Baltimore Sun.
“Dr. Seuss Day”
One of the most important things we can do as role models for the youth is instill in them a joy of reading and learning. It was in this spirit that I was happy to participate in “Read Across America” with the second graders of Brehms Lane Elementary School. It turns out that one of my favorite Dr. Seuss books, The Foot Book, was a big hit with the students!

We are proud to have earned additional support for the Senate campaign over the past month.
First, thank you to Maryland Working Families for their recent endorsement. Introducing and supporting legislation that is focused on making Baltimore a more equitable place, especially for the working families of the 45th District, has always been at the forefront of my agenda. If elected to the Senate, my team and I will have an even greater platform to advocate for policies that will make it easier for hardworking families to thrive and prosper in our city. I would also like to thank Darius Craig of New Broadway East for his recent video endorsement.
Since we officially hit the campaign trail in September, we’ve had the opportunity to knock on over 15,000 doors. During that timeframe, we also logged in over 5,000 calls. We appreciate the opportunity to serve – whether on the phone or in person.

Bringing Annapolis to Baltimore

While the 90-day session requires spending a lot of time in Annapolis, I still make it a priority to be here in the district speaking directly with constituents. After all, it is the time spent in East Baltimore that shapes how I approach my job in the capitol. I am thankful for the many neighbors throughout the 45th District who have spared a few moments to candidly speak with me about issues that they are having in their communities and allowed my office to be of assistance.
In the District
Team McCray has been in every corner of the 45th District over the past few months. Already we have knocked on over 13,000 doors – that’s in addition to the over 5,000 phone calls that we’ve made throughout the campaign. This is just one example of how we work to bring our services directly to you.
This month we also hosted our first “Conversation with Cory” of the 2018 session. After a recap of the happenings in Annapolis, Jason Perkins Cohen from the Mayor’s Office of Employment Development (MOED) joined us to speak about his office’s exciting work and partnerships. Thank you to all who came out. We’re already looking forward to next month’s event!
The campaign is proud to have earned the endorsement of Mr. Teddy Smith of Cedonia. Mr. Smith joins several neighbors who have taken some time to film a quick message about why they’re on #TeamMcCray. I’m grateful to each of them for their support as we get closer to the final stretches of the campaign.

Long-term Solutions for Better Policing
February 2018
As we enter the second month of the 2018 Legislative Session in Annapolis, one key piece of legislation is in effect and will begin to show immediate benefit to Maryland workers. Paid Sick Leave is now a reality for Marylanders who previously would have had to take unpaid time off for illness.
Paid Sick Leave, however, is not the only major piece of legislation that has been introduced or acted upon in the current session. In areas from education to public safety, lawmakers – myself included – have sponsored bills that will position our state and its working families for long-term success. Accordingly, we will be increasing our communications to occur every 2 to 3 weeks until session ends so that you are kept abreast of the developments in Annapolis.
Focus on Safety
Walking and talking with neighbors throughout the past year has made clear the widespread concern that exists over the state of public safety and policing in Baltimore. In response to these concerns, I have sponsored three pieces of legislation that will bring greater levels of efficiency, transparency, and accountability to the Baltimore Police Department and its budgeting practices.
HB 440 will require redistricting for police districts to occur every 10 years following the U.S. Census. Doing so will allow the police department to focus its resources in the areas where they are needed most.
HB 561 will require periodic financial audits (at least one every 6 years) of the Baltimore Police Department. This will make the auditing practices of the police department consistent with what is already done for the school system and the city’s liquor board.
Finally, HB 1259 will require that $1 million is dedicated to community policing programs for every $5 million or more that is allocated to the city by the Governor’s Office for Crime Control and Prevention.
Conversations with Cory
We’ll be kicking off our “Conversations with Cory” events on Saturday, February 24 at Rita Church Community Center at 10:00AM. These events provide an opportunity to connect with constituents about the legislative session and any other concerns that may arise. Our guest speaker on the 24th will be Jason Perkins Cohen from the Mayor’s Office of Employment Development. Jason will be discussing the YouthWorks program and his department’s efforts to employ Baltimore.
Delegate Scholarship
Our office is continuing to receive applications from new and continuing college students seeking a District 45 Scholarship. The application must be submitted no later than April 13 and can be found here.

I want to thank Councilman Brandon Scott for his recent video endorsement of the campaign. The June primary is quickly approaching and fortunately the momentum behind the campaign hasn’t slowed down a bit.

New Year, New Session

The New Year is officially underway and the task of legislating is proving to be one of great consequence in 2018. This year’s legislative session formally convened on Wednesday, January 10. Over the course of this 90-day period, our team will be hard at work building upon a steady record of legislative achievements, a sampling of which we have listed below.
Back in Session
The pace of activity in Annapolis has been rapid. I was proud to join the vast majority of my colleagues in voting to override Governor Hogan’s Paid Sick Leave veto and effectively enact the Maryland Healthy Working Families Act. The override, which also passed in the Senate, will allow the original legislation to go into effect and provide necessary benefits to low-income, hourly workers, many of whom balance work responsibilities with raising a family. Under the new law, employers who hire more than 15 full-time workers will now be required to provide a minimum of five days of earned sick leave per year. Legislation such as this is just one example of sound policy that contributes to a healthier population and better working conditions throughout the State of Maryland. The override passed in the House 88-52 and in the Senate 30-17.
Following the Paid Sick Leave vote, both houses of the General Assembly acted on a veto override concerning the Maryland Fair Access to Education Act (better known as the “Ban the Box” initiative for college admissions). This legislation prohibits higher education institutions from using information about the criminal history of applicants on specified admissions applications. In doing so, prospective students will have the opportunity to have their applications reviewed in totality rather than being automatically rejected because of a prior criminal incident. In the House, the override passed with a total vote count of 90-50. The Senate passed the override 32-15.
Speaking of higher education, our office is already beginning to receive applications from new and continuing college students seeking a District 45 Scholarship. The application must be submitted no later than April 13 and can be found here.
Back at Home
I was happy to join neighbors in Oliver, Belair-Edison, and New Broadway East for a number of projects in remembrance of Martin Luther King, Jr. Thank you to everyone who contributed to making MLK Day a day of service and a reminder of the strength of community when our efforts are joined.
We celebrated a milestone by knocking on our 6,000th door. The number of people who have been both willing and excited to spare a few moments to take a photo sharing their support for the Senate run has humbled me. If you would like us to drop by to take a photo so that you can share your support too, just let us know. Particular thanks goes out to Belair-Edison resident Terrence Benn and Councilman Bill Henry for their recent support.
Mapping out our door knocking strategy so that we can meet even more residents of the 45th District has become easier now that we have officially opened the #TeamMcCray Campaign HQ. In addition to serving as a perfect opportunity to share our vision (and tasty snacks) with fellow residents, the HQ unveiling also doubled as a successful fundraiser prior to heading back to Annapolis for session.

Making Headlines
Our work in Annapolis and on the campaign trail continues to gain notice by voters and the media. Prior to the Paid Sick Leave vote, I authored a commentary that was published on Maryland Matters’ website that you can read here. I also joined the “Elevate Maryland” podcast to discuss everything from the upcoming election to violence reduction in Baltimore and solutions for improving the city.
Meanwhile, the campaign garnered coverage from BmoreNews, In These Times, and Maryland Matters, which declared the race one of the “Top Ten to Watch.”
One More Thing…
If you are one of the 320,000 drivers who have received a parking citation in Baltimore, you are eligible to take advantage of an amnesty program that will waive any late fees associated with your outstanding fine(s). The program, which was announced by Mayor Pugh, will allow you to simply pay the base fine of the ticket on February 1 or February 2 without being on the hook for any additional late fees or charges.

In the District
I was pleased to join the 7th and 8th grade students at The Baltimore Montessori about what it’s like to be an elected official in state government. As a state legislator, I always enjoy the opportunity to speak to my youngest constituents. I am grateful to have also joined our state’s future leaders at Afya Public Charter School. Thank you to Principal Halsey, Director McClain, and Mr. Johnson for the invitation and an insightful discussion.

Back to School
After turning 35 this Halloween, I entered the month of November with a renewed appreciation for the many blessings I have been fortunate to receive throughout my life. In addition to the love and support of my beautiful family, I have also been afforded the privilege of contributing back to my community through public service.
I was able to share my reflections as a candidate and
a legislator with students at CCBC’s Essex Campus, where we discussed the political process, communication strategy, and legislation that I have worked on over the past three years. I also was grateful for the opportunity to join the 10th grade class at City Neighbors High School to discuss the Maryland political system, what it’s like to campaign for office, and my role in the Maryland General Assembly. We also took time to discuss their upcoming election for Mayor of the school.
Whether in the college or high school classroom, it is always rewarding to talk to civic-minded young people who are interested in
making a change in their communities.
Neighborhood Connections
Already this month, we have knocked on over 3,000 doors. Even as we head into the winter months, we’ll be continuing our goal of making government more accessible by coming directly to you and reaching every corner of the 45th District.
For the Thanksgiving holiday, we partnered with the Northeast Carpenters Region Local #177 to give away over 200 turkeys to neighbors across the district. Events like this allow us to spread the joys of the holiday season to even more families.
Additionally this month, I had the pleasure of joining our fellow neighbor, Katie Gorham, at her business “Wine Cream,” which is a combination of wine and ice cream. I enjoyed speaking with Katie about how her family’s business has grown over the past few years.
On the Campaign Trail
The campaign’s momentum has continued to build as we head into another month. I appreciate Penny Troutner of Arcadia for her endorsement, as well as the many other neighbors who have given their personal endorsements. I was also honored to receive the endorsements of Councilman Kris Burnett and Councilman Zeke Cohen.
This month, Mr. Teddy Smith was gracious enough to invite us to his home in Cedonia for a fundraiser in support of the campaign. It was wonderful to meet so many neighbors from across the district who are excited for the upcoming senate race.
On November 5, I joined “A Miner Detail Radio” to discuss the election and my work in the legislature. You can listen to the segment in full here. The senate race also received coverage in “The Afro,” the oldest African American newspaper in the State of Maryland.

From Lauraville to St. Louis

ICYMI: Last month I announced my campaign for Maryland State Senate. So far we’ve received almost 1,500 views on the official campaign announcement video, which is posted above.
Knock, Knock
One of the greatest joys of fall is taking advantage of the cool weather that accompanies the change in seasons. For my team and me, it gives us even more incentive to be out in the 45th District introducing (and re-introducing) ourselves directly to you. So far this month we’ve had the chance to spend time in the Berea community, Belair-Edison, Parkside, and Hamilton Hills. Over the next eight months we’ll be visiting all of the neighborhoods in the 45th. In fact, we’re planning on doing that at least twice.
More than just getting acquainted with one another, knocking on doors allows us to initiate the first step in problem solving: finding out there is a problem. As we’ve gone from door to door, we’ve helped find solutions like getting neglected yards cut, having untagged/unclaimed vehicles towed off the streets, and ensuring that street lights are serviced and functioning properly, among other things. Recently, we were able to connect a fellow neighbor with the Comptroller’s Office to resolve an issue with a tax rebate. It’s Official
On October 4, I officially filed candidacy to be the 45th District’s next State Senator.
As the campaign has been ramping up, I have been heartened by all of the support we have received. I would be remiss if I didn’t thank the dedicated community leaders in Berea, Oliver, North Harford, Belair-Edison, Beverly Hills, Frankford, Greenmount West, Ashland Avenue, Hamilton Hills, Waltherson, Arcadia, East Rosemount, and Collington Square who have endorsed our campaign. I am also incredibly grateful to Councilwoman Shannon Sneed and Councilman John Bullock for endorsing the campaign.
Over the next several months, we’ll be hard at work to earn the endorsement of even more leaders in the community.

Lauraville to St. Louis
As always, it was pleasure to speak with constituents at the Greater Lauraville Fair. It was wonderful to see so many families who took time to relax and enjoy one of Baltimore’s many great traditions.
This month, I also had the opportunity to chat with students at a couple of our city’s great colleges. It was a pleasure to join Councilman Kristerfer Burnett and Delegate Pam Beidle for a panel discussion during a political science course taught by our colleague Delegate Steve Lafferty at the University of Baltimore.
I was also honored to serve as keynote speaker for a leadership class that is comprised of young men across the country attending community college. I thank Dr. Gordon May, President of Baltimore City Community College, for the invitation.
I also was able to attend the 2017 AFL-CIO Convention as a Delegate for the International Brotherhood of Electrical Workers. Participating in this year’s convention in St. Louis gave me another opportunity to represent the working families of the 45th District. I will continue to fight and lead for the residents of this district and throughout the state of Maryland. It is a pleasure to do so.
